Certified Payroll submissions should always populate most recent first
Anytime you load certified payroll submissions, the most recent week end date submitted should populate at the top of the list. Currently, the oldest date submitted is populating at the top of the list.

All pages should load with the most current submissions. For example, when you load contractor assignments, it also loads the oldest assignment first. All pages need to have the most current information displayed, not the oldest.
