A prime contractor should have the ability to view the pdf version of a certified payroll from its subcontractor(s). Currently the only method for a prime contractor to monitor its subcontractors and their certified payroll submittal is by generating a Report for the subcontractors. 29 CFR Part 5.5 (a)(3)(ii)(A) states: The prime contractor is responsible for the submission of copies of payrolls by all subcontractors. When paper formats were submitted, the prime contractor received them first and then forwarded all to the contracting agency.
